Numerator: Number of referred cases confirmed to have accessed the service they were referred to within the agreed timeframe

Denominator: Total number of protection cases referred during the reporting period

Track each outgoing referral through a closed-loop referral system and count those confirmed as received/served, divided by all referrals made in the period.

Formula: (Numerator ÷ Denominator) × 100
