Numerator: Number of assessed target households whose shelter meets all agreed minimum-standard criteria (structural safety, weatherproofing, and at least the agreed covered living space per person, e.g. 3.5 m²)
Denominator: Total number of assessed target households
Enumerators verify shelter condition against a standardized adequacy checklist during household visits; households meeting all criteria are divided by all assessed households.
Formula: (Numerator ÷ Denominator) × 100
