Numerator: Number of surveyed assisted households reporting their shelter keeps them dry, warm/cool and protected from wind, rain and flooding
Denominator: Total number of surveyed assisted households
Households answer structured questions on protection from rain, wind, cold/heat and flooding; households responding positively across the agreed items are divided by all respondents.
Formula: (Numerator ÷ Denominator) × 100

Guidance & common pitfalls
Best measured after at least one full weather/season cycle; combine self-report with technical spot-checks to reduce courtesy bias. Complements, and should not be conflated with, the technical adequacy indicator.
