Denominator: Total number of assisted households in cold-climate areas surveyed
Divide the number of surveyed cold-climate households whose shelter maintains a safe indoor temperature during winter (via reported adequacy and/or measured readings against an agreed threshold) by all surveyed cold-climate households, multiplied by 100.
Formula: (Numerator ÷ Denominator) × 100

Use in cold-climate and winterization responses; captures thermal performance (insulation, sealing, heating) as a narrower construct distinct from general protection from the weather and elements. Account for safe heating practices, since unsafe heating creates carbon-monoxide and fire risks. Define the temperature threshold in advance where measurement is used.
