Definition & calculation
Numerator: Number of surveyed MPCA recipients reporting they were able to decide freely and independently how the cash was spent
Denominator: Total number of MPCA recipients surveyed
Self-reported measure from PDM asking whether the recipient controlled spending decisions, expressed as a percentage of respondents.
Formula: (Numerator ÷ Denominator) × 100
Means of verification
Post-distribution monitoring, household survey, key informant interviews
Interpretation
Direction: Higher is better
Typical reporting frequency: Baseline, midline and endline (or annual)
Guidance & common pitfalls
Captures the dignity and flexibility rationale for unconditional cash; probe for household-level and gendered control dynamics rather than assuming the registered recipient decides.
This library is a curated reference to adapt, aligned generically with recognised humanitarian frameworks (Sphere, cluster registries, IASC, CHS and others). It is not an official indicator registry — always use the exact indicator definitions your donor or cluster requires.
