Numerator: Number of surveyed target households holding a documented or recognised tenure/occupancy arrangement (formal or customary) for their shelter or plot
Denominator: Total number of surveyed target households
Households are asked about, and where possible shown to hold, a recognised tenure or occupancy arrangement; qualifying households are divided by all surveyed households.
Formula: (Numerator ÷ Denominator) × 100

Guidance & common pitfalls
Recognise a continuum of tenure including customary and informal arrangements, not only formal title; critical for avoiding interventions that heighten eviction risk. Disaggregate by head-of-household sex to surface HLP inequities.
