Numerator: Number of inspected shelters that pass the agreed technical/safety quality checklist
Denominator: Total number of shelters inspected
Trained technical staff inspect a sample or census of completed shelters against a standardized quality checklist; passing units are divided by inspected units.
Formula: (Numerator ÷ Denominator) × 100
