Indicator

% of constructed or upgraded shelters completed in line with agreed technical and safety standards

Definition & calculation

Numerator: Number of inspected shelters that pass the agreed technical/safety quality checklist

Denominator: Total number of shelters inspected

Trained technical staff inspect a sample or census of completed shelters against a standardized quality checklist; passing units are divided by inspected units.

Formula: (Numerator ÷ Denominator) × 100

Means of verification

Technical/engineering inspection records; construction monitoring checklists

Interpretation

Direction: Higher is better

Typical reporting frequency: Monthly or quarterly

Guidance & common pitfalls

Use to measure build quality, not just quantity delivered; distinguish contractor-built from owner-driven construction as pass rates often differ, and document the sampling basis if not a census.

This library is a curated reference to adapt, aligned generically with recognised humanitarian frameworks (Sphere, cluster registries, IASC, CHS and others). It is not an official indicator registry — always use the exact indicator definitions your donor or cluster requires.
