Numerator: Number of surveyed site residents who report that their views are taken into account in decisions affecting the site
Denominator: Total number of site residents surveyed
From a representative resident survey, divide respondents who report that their views influence site decisions by all respondents and multiply by 100; disaggregate to detect exclusion of specific groups.
Formula: (Numerator ÷ Denominator) × 100

Captures perceived influence over decision-making, which is distinct from structural committee representation thresholds or general satisfaction with management. Watch for social-desirability bias and use neutral, trained enumerators.
