Definition & calculation
Numerator: Number of assessed sites with an active management/coordination structure that meets regularly and performs the agreed core coordination functions
Denominator: Total number of assessed displacement sites
Sites are assessed against agreed criteria for a functioning structure (regular meetings, service coordination, information management); qualifying sites are divided by all assessed sites.
Formula: (Numerator ÷ Denominator) × 100

Direction: Higher is better
Typical reporting frequency: Baseline, midline and endline (or annual)
Guidance & common pitfalls
'Functioning' must be defined by activity, not mere existence on paper; a named committee that never meets should not count. Distinguish from the count of sites where a structure has simply been established.
