Numerator: Number of assessed site committees where women and members of at-risk groups hold at least the agreed proportion of positions
Denominator: Total number of assessed site governance committees
Committee composition is reviewed against the agreed representation threshold; committees meeting it are divided by all assessed committees.
Formula: (Numerator ÷ Denominator) × 100
