Definition & calculation

Numerator: Number of assessed sites meeting the agreed minimum usable surface area per person and the safe site-planning layout criteria

Denominator: Total number of assessed displacement sites

Site area, population and layout are measured and compared against the agreed planning standard (e.g. minimum usable m² per person, firebreaks, drainage); compliant sites are divided by all assessed sites.

Formula: (Numerator ÷ Denominator) × 100

Overcrowding drives protection and public-health risk; measure usable area (excluding unusable terrain) rather than gross site area, and note that compliance is influenced by population movement beyond the intervention's control.
