Definition & calculation
Numerator: Number of supported facilities that performed all EmONC signal functions expected for their designated level (basic or comprehensive) within the last three months
Denominator: Total number of supported facilities designated to provide that level of EmONC
Verify against the standard basic (7) or comprehensive (9) EmONC signal-function list whether each function was actually performed recently, not merely theoretically available.
Formula: (Numerator ÷ Denominator) × 100

Actual recent performance is the standard test, not equipment presence. A common pitfall is scoring theoretical 'capacity' instead of demonstrated function.
