Divide the total number of new (first-visit) outpatient curative consultations in the period by the estimated catchment population, then annualize (multiply a monthly figure by 12/number of months in the period).

Guidance & common pitfalls
Count only new consultations for a new illness episode, not repeat/follow-up visits, to avoid inflation. The Sphere reference range is roughly 1-4 new consultations per person per year in stable emergencies; both very low and very high values can signal access or quality problems. Accuracy depends on a reliable catchment denominator.
