Overview
U.S. humanitarian assistance was restructured in 2025–26. USAID was dissolved and its humanitarian functions consolidated into the Bureau of Disaster and Humanitarian Response (DHR) at the Department of State, under the Under Secretary for Foreign Assistance, Humanitarian Affairs and Religious Freedom.
DHR leads U.S. response to sudden-onset disasters and complex humanitarian emergencies, and holds policy leadership on food security and nutrition.
Where opportunities are published
Federal funding opportunities — NOFOs, Annual Program Statements and RFAs — are posted on Grants.gov. Registration there requires a UEI and an active SAM.gov entity registration, both of which take weeks.
Practical note
The funding architecture is still settling after the restructure. Instrument names, bureau responsibilities and application routes have changed since 2024, so verify against the current NOFO rather than working from prior-year guidance or a previous award.
