UNHCR selects implementing partners through Calls for Expression of Interest published by country operations, usually tied to a multi-year country strategy period.
Recent 2026 calls have covered protection, livelihoods and economic inclusion, shelter and durable solutions across operations including Iraq, Sudan, Honduras, Peru, Kenya and Latvia.
UNHCR explicitly encourages applications from refugee-led organizations, and from women-led, youth-led and disability-inclusive organizations.
How much
Partnership agreement values are set by the country operation against the scope of the activities in the call, and are not published in advance. UNHCR entrusts roughly 40% of its annual expenditure to more than 900 partners, so the range is wide.

Most partnership calls are published through the UN Partner Portal and on the relevant UNHCR country pages. Check both — country office publication is not always mirrored centrally.
