Overview
DG ECHO publishes Humanitarian Implementation Plans (HIPs) setting operational priorities for each crisis and region, with technical annexes defining what will be funded.
Eligibility
Funding is available only to organizations holding a Framework Partnership Agreement with the European Commission. Securing one is a substantial process and should be treated as a separate project from any single application.
As of January 2026 the contractual templates in use are MGA_2025 and HACA_2025.
2026 priorities
Conflict and violence, forced displacement, and the food and nutrition crisis — delivered as emergency multi-sector assistance including food, protection, health, nutrition, education in emergencies, WASH and shelter.
DG ECHO applies a fair partnerships requirement, so proposals involving national partners need to show genuine risk and cost sharing rather than sub-contracting.
Budgeting note
Indirect costs are capped at a 7% flat rate of direct eligible costs. Plan where institutional systems and software sit in the budget before submission.
